This panel session will bring together legal experts, clinicians and community advocates in a facilitated discussion to consider some the challenges faced by clinicians in responding to patient enquires about disclosure and matters relating to risk and harm to themselves and others in light of shifting policy changes and biomedical advances in HIV. The discussion will address: • the inconsistent messaging/information related to risk of HIV transmission to various patient groups • the science behind HIV transmission and a consistent approach to discussing this with patients such as ‘undetectable = untransmissible’ (U=U) • what is needed to better discuss HIV transmission to various patient groups • public health interventions, reckless endangerment laws and criminalisation across various jurisdictions

Biography

Alison Coelho is the Co- Manager of the Centre for Culture Ethnicity and Health (CEH), and Manger of the Multicultural Health and Support Services (MHSS). MHSS is the only state-wide program that aims to prevent HIV, sexually transmissible infections, and viral Hepatitis amongst high prevalence refugee and migrant communities across Victoria. She has a background in Political Sociology and Community Development. Alison is a sitting member of the Victorian Ministerial Blood Borne Viruses Advisory Committee, a member of the Victorian Hepatitis B Alliance (VHBA) and former Board member of the Australian Federation of AIDS Organisations (AFAO). She is the founding member and Chair of the Australian Multicultural BBV/STI Alliance (AMBA), and the Chair of the International Students Sexual Health Network.

Biography

Vincent is a sexual health physician who is currently undertaking a PhD through Monash University, based at Melbourne Sexual Health Centre and The Alfred Hospital. His PhD focusses on the epidemiology and prevention of HIV and STIs in men who have sex with men.

Biography

James Gray is the Associate Director of Policy, Strategy and Research at ACON, New South Wales’ leading health promotion organisation specialising in HIV and LGBTI health. Having worked in the community-based HIV sector for 10 years, he now leads ACON’s government relations, partnership with researchers, new grant development and strategic processes.

Biography

Richard Keane has been engaged in a diverse variety of roles within the HIV/AIDS response as an openly HIV positive Person for over 25 years. He was a member of the AIDS Ministerial Advisory Committee and has worked with Key marginalized at risk populations including people involved in sex work and people who inject drugs. He has a passion for engaging people living with HIV through the strength and effectiveness of Peer based methodologies to build resilient individuals and communities to reduce forward transmission of HIV. He a facilitator of the PLDI (Positive Leadership Development Institute) Australia/New Zealand. A national leadership program for People living with HIV. He is the outgoing President of Living Positive Victoria after 5 years on the board of governance.

Paul Kidd is Chair of the Victorian HIV Legal Working Group and an activist, writer and commentator with a particular interest in legal issues affecting people living with HIV. He is also chair of The Equality Project Australia, and a Director of Hepatitis Victoria.

Biography

Dr Darren Russell is the Director of Sexual Health at Cairns Hospital. He is also the Principal Investigator for the Queensland HIV prevention study – ‘QPrEPd’. His interests include Indigenous sexual health, transgender health, and the elimination of Hepatitis C infection and HIV transmissions in Australia.

Biography

Melissa Woodroffe is a practicing lawyer, registered migration agent and a Principal Solicitor at the HIV/AIDS Legal Centre (HALC) in Sydney, where she has worked for over 9 years. HALC is a specialist Community Legal Centre that provides free legal representation and advice to clients with HIV-related legal matters, engages in law reform where it impacts on people with HIV, and conducts community legal education in relation to HIV and the law. Melissa has a particular interest in the intersection of HIV, public health, the law and the rights of the individual.
