Professor Mark Stoové is Head of Public Health at the Burnet Institute where he also and leads Burnet’s Justice Health Research Groups at the Burnet Institute. He is an infectious diseases epidemiologist, harm reduction specialist, and implementation scientist who has researched the transmission and prevention of blood borne viruses and sexually transmitted infections and the health and wellbeing of affected populations for over 25 years.

Tahlia Kinnane is a highly accomplished Nurse Practitioner with more than 30 years of experience across the Australian healthcare sector. She has developed extensive expertise in primary health, correctional health, and Aboriginal health, with a strong commitment to improving health outcomes for disadvantaged and remote communities. For the past 11 years, Tahlia has served as Nurse Practitioner at Acacia Prison through Serco Justice & Immigration. In this role, she combines lived experience with advanced clinical expertise to deliver comprehensive healthcare to people in custody, many of whom experience complex physical and mental health conditions. Tahlia has a particular clinical and research interest in Hepatitis C care and elimination strategies within correctional settings and vulnerable populations. She is currently serving as Site Principal Investigator in the National Hepatitis C Point-of-Care Testing (POCT) Program, led by Kirby Institute in partnership with Flinders University. Her work contributes to advancing innovative testing and treatment pathways aimed at increasing access to care and improving public health outcomes nationwide.

Esha Leyden is a Peer Harm Reduction Worker at QuIHN (Queensland Injectors Health Network.) And also, a AIVL (Australian Injecting and Illicit Drug Users League) board member. Esha has worked in the drug sector for the past 9 years and has been a member of the drug-using community for the past 36 years. Esha has lived experience in a hepatitis C and treatment, Justice and custodial setting, and injecting drugs use, which allows her to understand the challenges and stigma/ Discrimination faced by the community and their ongoing needs. Esha has been a part of many forums, symposiums and committees and presenting at various state and national conferences on my lived experience and advocated for people who inject drugs. Esha was one of the main people and the Queensland Rep for the ‘IT’S YOUR RIGHT’ National peer health Campaign for Hepatitis C.

Initially as Sexual Health Physician working as clinical director the Christchurch Sexual Health Service. Later on moving to Australia working in Sexual Health at Royal Perth Hospital. Training in Public Health from 1994 with an initial MPH and College training, she has worked in country areas of WA Country Health service as a Public Health Physician, finishing with 15 years in the Pilbara region. Since officially retiring she has worked part time for Health Services in WA Dept of Justice, writing Hepatitis C prescriptions for prisoners, and reviewing the effectiveness of the Hepatitis C treatments in WA Prisons.

Rebecca Minty is the ACT Inspector of Custodial Services, a role she was appointed to in 2023. She has more than 20 years’ experience in human rights law, detention oversight and torture prevention, both in Australia and internationally. Her work has focused on the conditions and treatment of persons deprived of liberty, independent monitoring and implementation of preventive detention oversight frameworks under the Optional Protocol to the Convention Against Torture (OPCAT).

Rebecca is a public health researcher and Deputy Head of Justice Health at Burnet Institute. Her work focuses on improving health outcomes for people involved in the criminal legal system, particularly at the intersection of alcohol and other drug use, infectious diseases and health systems reform. She leads and collaborates on major national studies focused on hepatitis C elimination, prison health and transitional care, with a strong emphasis on equity, lived experience and real-world implementation.
