Emma is Executive Director of INHSU. Her work spans global public health, not-for-profit governance, implementation science and capacity building, with a focus on translating evidence into effective practice and strengthening equitable, evidence-based approaches to health.

Viktor is the Head of research at NGO Společnost Podané ruce in Brno and associate professor at the 1st Faculty of Medicine, Charles University. In 2002-2021, he was the Head of the Czech National Monitoring Centre for Drugs and Addictions. He is a vice-chairman of the Board of the Society of Addiction Medicine of the Czech Medical Association. In 2022-2026 he was the advisor of National Drug Coordinator and a member of the core group endorsing policy reforms including decriminalization and legal regulation of so called psychomodulatory substances (including kratom) or cannabis. In 2023, he initiated the opening of the first drug consumption room in Czechia in the city of Brno.

I am currently Director of the Addiction Policy Department under the Ministry of Health. I have been in charge of international coordination for 3 years and then for the 5 years I have been working as the Head of the Drug Policy Coordination and Funding Unit. I am mainly responsible for creation, coordination, implementation and evaluation of the activities and national concept of the addiction policy and also for development of addiction services network and its quality assurance and funding. My primary focus is on the concept of human rights and harm reduction approach.

Tetiana Deshko is a senior public health leader with over 25 years of experience in HIV, hepatitis, and harm reduction programming in Ukraine and internationally. As Director of International Programs at Alliance for Public Health, she has led large-scale initiatives reaching over 250,000 people annually and contributing to a decline in new HIV infections in Ukraine - recognized as a model for Eastern Europe and Central Asia. Tetiana has managed multi-country programs across EECA, Asia, and Africa, established international courses such as Harm Reduction Academy. She is actively engaged in adapting public health responses within Ukraine’s humanitarian crisis context. Tetiana holds a PhD in social sciences and an MBA.
