Vitali Rabinciuc is a public health and harm reduction expert and civil society leader working across Eastern Europe and Central Asia (EECA). He serves as Chair of the Board of ENPUD. For more than 20 years, he has been involved in supporting vulnerable communities, developing community-led monitoring (CLM), advocacy, and coordinating ENPUD international programs in Moldova, Ukraine, Georgia, and Kazakhstan. Vitali is a member of Moldova’s Country Coordinating Mechanism on HIV/TB, the Parliamentary Platform on legislation and medical-social services, and the national civil society monitoring platform on public procurement. He is a co-author of a Springer Nature scientific publication on barriers to access to support services for Ukrainian refugees and the author of the ENPUD CLM Guide. He also contributed to the development of the guideline “Decriminalization of Drug Use in the Context of HIV.”

Marina Chokheli is a public health, gender and human rights advocate with more than 25 years of experience in healthcare policy, harm reduction, access to medicines, and community-led health initiatives. She has played a key role in advancing public health reforms in Georgia, including advocacy efforts that contributed to the development of national Hepatitis C treatment programs. Throughout her career, Marina has worked closely with civil society organizations, patient groups, healthcare professionals, and policymakers to improve access to quality healthcare services and strengthen the rights of vulnerable and marginalized populations. Her areas of expertise include healthcare governance, drug policy reform, community engagement, organizational development, and health equity. Marina is committed to promoting evidence-based policies and inclusive approaches that improve health outcomes and advance social justice at both national and regional levels.

Alla Bessonova has led OF Attika in Kyrgyzstan since 2007. She holds a Master's degree in Social Psychology from Bishkek Humanitarian University. Her work sits at the intersection of gender justice, drug policy, and community-led HIV response. Alla serves on the Secretariat of the Eurasian Women's Network on AIDS (EWNA) and is a member of the Just Futures Collaborative Steering Committee. As a narcofeminist, her practice centres on the rights of women who use drugs and women living with HIV across the EECA region. In 2022, Alla coordinated Station 14 — an emergency psychological support service for women activists from Ukraine, Belarus and Russia navigating armed conflict and forced migration. In 2024, she received the Jude Byrne Emerging Female Leader Award from INPUD and INHSU, in recognition of her work building peer-driven harm reduction under conditions of civil society repression.
