He has also worked in substance misuse and criminal justice field for over 10 years.
He has lived experience of hepatitis C, imprisonment and is in long-term recovery from addiction.

Dr. Spencer is a translational clinician-scientist focused on achieving health equity by ending the syndemics afflicting people who use drugs (PWUD). He researches telemedicine-based HIV prevention and HCV treatment in rural PWUD. He practices general internal medicine and HIV medicine at Oregon Health & Sciences University in Portland, Oregon.

David has worked for Gilead Sciences since 2008 in a variety of roles across the UK and Ireland. He has been in his current role of Associate Director Market Access and Policy since June 2019. He is responsible for bringing new drugs to market in Scotland and working with policy makers to improve conditions for people living with HIV, Viral Hepatitis, Cell Therapy and Cancer. Prior to this, David worked as Associate Director – Patient Access to Care (UK and Ireland) where he was part of the team who developed the ground breaking ‘Hepatitis C Elimination Tender’ with NHS England: a unique partnership between the NHS, Pharmaceutical Industry and Third Sector which aims to eliminate HCV in England by 2025. Over the past 11 years David has developed several successful campaigns and projects to educate, raise awareness, test and link patients with HIV and HCV to care.
