This session will highlight Indigenous leadership and collaboration in international drug policy reform, with a focus on advocacy within the United Nations system. Speakers will share experiences from Aboriginal and Torres Strait Islander and Māori perspectives, exploring how Indigenous-led initiatives are shaping global discussions on health, human rights, and self-determination in drug policy.

The session will also situate this work within the broader context of recent international developments, including outcomes from the 68th session of the United Nations Commission on Narcotic Drugs (CND) and the upcoming 2025 CND review of international drug policy commitments. Together, presenters will discuss pathways for embedding Indigenous knowledge, priorities, and leadership in global reform efforts.

Biography

Gaby Bruning (she/her) has worked in AOD/Harm Reduction for 11 years, primarily working in Aboriginal health or with Aboriginal clients. Gaby has advocated for Aboriginal and human rights at a domestic and international level, using her experiences to push for change, and embed Aboriginal culture into drug policy and service delivery. Gaby is currently working at Mind Australia as the Lived Experience Development Lead

Biography

Scott Wilson is a well-respected Aboriginal leader and CEO of the Aboriginal Drug and Alcohol Council (South Australia) (ADAC) for over 30 years. He is also a Adjunct Professor in Public Health at the School of Psychology and Public Health, La Trobe University. He has been trying to get Indigenous Voices around Drug Policy heard and recognised since he attended the UNGASS “Beyond 2008” NGO conference at UNODC in 2008 held in Vienna. Scott along with a range of other International Indigenous leaders launched the International Indigenous Drug Policy alliance (IIDPA) in 2016 and have been a regular speaker at Side Events at the UNODC Commission on Narcotic Drugs (CND) over several years at the Annual CND meetings in Vienna. Scott and others have spoken at a variety of UN forums on Drug Policy such as the UN Permanent Forum on Indigenous Issues (UNPFII), Emerging Mechanism on Rights Indigenous People (EMRIP) and a regular at CND where 2 years in a row a IIDPA speakers has spoken during the Plenary. Our goals are to have Indigenous voices heard, seen and consulted on Global Drug policy. Scott is the current Chairperson of the IIDPA

Biography

Sarah Helm (Ngāi Tahu, Kāti Māmoe, Waitaha) [She/Her] - Executive Director, New Zealand Drug Foundation. The NZ Drug Foundation has ECOSOC status, enabling our attendance and participation in the UN's Commission on Narcotic Drugs, are a founding member of the International Indigenous Drug Policy Alliance, and members of the International Drug Policy Consortium and Harm Reduction International. The NZ Drug Foundation promotes evidence-based drug policy, incubates and promotes new harm reduction practices and are involved in New Zealand's early warning system. Sarah has worked in public health, communications, marketing, politics and social change. Her most recent role before the Drug Foundation was the head of strategic communications for New Zealand's COVID-19 response. Prior roles include: the youth manager and later marketing manager for the former Alcohol Advisory Council (NZ), and Executive Director of the youth health and development peak body in NZ. She has a range of relevant lived experiences, background and identities
